The council has the following powers: (1) To appropriate money or convey land, either independently or in conjunction with another municipality, to: (i) assist the State Armory Board in the erection of armories for the use of the Pennsylvania National Guard; and (ii) furnish water, sewer service, light or fuel free of cost to the Commonwealth for use in any armory of the Pennsylvania National Guard. (2) To do all things necessary to accomplish the purpose of this section.
