(a) Council authorization.-- Council may establish, alter, charge and collect rates and other charges for the: (1) collection, removal and disposal of municipal waste and recyclable materials; (2) cost of including the payment of any indebtedness incurred for the construction, purchase, improvement, repair, maintenance and operation of any facilities for collection, removal and disposal; and (3) amount due under a contract with a political subdivision or municipal authority furnishing the services or facilities. (b) Method of collection.-- The rates and other charges shall be collected under the act of May 16, 1923 (P.L.207, No.153), referred to as the Municipal Claim and Tax Lien Law, by a civil action or any other collection method authorized by law.
