(a) Preparation of plans and specifications.-- The commissioners shall prepare plans and specifications of all work to be performed and materials necessary for the repair, maintenance and extension of the water system or the construction of a new water system. (b) Contracts.-- The commissioners shall, after plans and specifications for the extension or the construction of a water system have been submitted to and approved by the Department of Environmental Protection and a permit has been granted as may be required by law: (1) Invite proposals for the performing of the work and the furnishing of materials. (2) Advertise for bids as required by law. (3) Let contracts to the lowest qualified and responsible bidder. (4) Take adequate security for the performance of the contracts and for the payment of all labor and materials.
