(a) Prohibition.-- Except as provided in subsection (b), no person may operate on a highway in this Commonwealth a highly automated vehicle, unless: (1) the firm, copartnership, association, corporation or educational or research institution is a certificate holder or is a highly automated vehicle driver approved by a certificate holder to operate a highly automated vehicle on behalf of the certificate holder; and (2) the highly automated vehicle is operated in accordance with this title. (b) Applicability.-- Subsection (a) shall not apply to: (1) A highly automated work zone vehicle operated in accordance with section 8531 (relating to highly automated work zone vehicles). (2) A platoon operated in accordance with section 8532 (relating to platooning). (3) A highly automated vehicle registered in another state operating in this Commonwealth under an interstate agreement in accordance with section 8510.5 (relating to interstate agreements).
