(a) General rule.-- The department shall enter into contracts for messenger and agent services. (b) Unauthorized operation prohibited.-- No person shall operate a messenger or agent service without a valid contract. (c) Penalty.-- Any person operating a messenger or agent service without a valid contract is guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of $500.
