(a) General rule.-- A person commits a summary offense if he knowingly purchases, sells or offers for sale an official traffic-control device or an identifiable railing or other part of a public bridge. (b) Presumption.-- An official traffic-control device or an identifiable railing or other part of a public bridge found in the place of business of a person who deals in scrap metal shall be presumed to be offered for sale by the scrap metal dealer. (c) Exception.-- This section shall not apply to sales by or to: (1) the Commonwealth or local authorities or their agents or contractors; or (2) manufacturers or fabricators. (d) Penalty.-- A person who violates the provisions of this section shall, upon conviction, be sentenced to pay a fine of $100 for each official traffic-control device or identifiable piece of railing or other part of a public bridge he is convicted of purchasing, selling or offering for sale.
