The department shall maintain suitable records in a manner permitting identification of vehicles and owners, including: (1) All registrations and transfers of registrations issued. (2) All registrations and transfers of registrations denied and reasons for denial. Registrations and transfers returned for correction of errors or omissions need not be recorded.
