(a) Limitation on administrative cost.-- The cost of administering a program may not exceed 10% of the program's operating budget. (b) Maintenance.-- An administrative entity shall maintain all of its real property in accordance with the laws of this Commonwealth and ordinances of the jurisdiction in which the real property is located.
