(a) General rule.-- The director shall be an individual who is familiar with the principles and methods of personnel administration and the application of merit principles and scientific methods to public employment. (b) Appointment.-- The director shall be appointed by the commission and serve at the pleasure of the commissioners. (c) Salary.-- The director's salary shall be fixed by the commission with the approval of the Governor. The director shall hold no other paid public position.
