(1) Responsible utility customer protection is a fundamental goal of Title 66 of the Pennsylvania Consolidated Statutes for public utilities and licensed entities. (2) Amendments to 66 Pa.C.S. Ch. 14 in this act are necessary to achieve the goal under paragraph (1). (3) In order to implement paragraph (2), funding changes are necessary in: (i) assessment for regulatory expenses under 66 Pa.C.S. § 510(a); and (ii) fees for oversight of electric generation suppliers and natural gas suppliers.
