The General Assembly finds and declares as follows: (1) It is in the public interest of the citizens of this Commonwealth to maintain and promote the availability and affordability of public coin telephone service. (2) The public safety, health and welfare requires that public coin telephone stations shall, except in extraordinary circumstances, have the capability of making and receiving local and toll calls in order to provide adequate service.
