(a) Designation by Governor.-- The Governor shall, from time to time, as the occasion may arise, designate one of the members of the board to be its chairperson who shall: (1) Direct the operations, management and administration of the board and fulfill the functions established by this chapter. (2) (Deleted by amendment). (3) Preside at all meetings of the board. (4) Perform all the duties and functions of chairperson, including organizing, staffing, controlling, directing and administering the work of the board. (5) Administer the proceedings of the board to ensure efficient and timely procedures for parole board decisions, discharges and recommitments. (b) Alternate chairperson.-- The board may designate one of its members to act as alternate chairperson during the absence or incapacity of the chairperson, and, when so acting, the member so designated shall have and perform all the powers and duties of chairperson of the board but shall not receive any additional compensation for acting as chairperson.
