The General Assembly finds and declares as follows: (1) The enactment of this chapter is an exercise of the authority of the Commonwealth to safeguard the vital interests of its citizens. (2) This chapter is intended to advance the significant and legitimate public purpose of ensuring that entities responsible for the impacts of unconventional oil and gas well development are solely responsible for payment of impact fees.
