(a) General rule.-- Pretrial, trial and posttrial procedures, including modes of proof, in court-martial cases arising under this part and for courts of inquiry may be prescribed by the Governor or the department as delegated by the Governor, by regulations, which shall apply the principles of law and the rules of evidence generally recognized in military criminal cases in courts-martial of the armed forces but which shall not be contrary to or inconsistent with this part. (b) Uniformity.-- All rules and regulations made pursuant to the provisions of this section shall be uniform insofar as practicable among the State military forces.
