This act shall apply and be implemented as follows: (1) This act shall apply in all counties on and after January 1, 1981. (2) By order of the president judge of the court of common pleas, this act, except 42 Pa.C.S. § 4561 (relating to compensation of jurors), may be put into effect in the respective county, in whole or in part or in successive stages, at any time prior to January 1, 1981. (3) Encumbent jury commissioners shall continue in office until successors are duly qualified.
