The following words and phrases when used in this subchapter shall have, unless the context clearly indicates otherwise, the meanings given to them in this section: "Executive authority." Includes the Governor and any person performing the functions of Governor in a state other than this Commonwealth. "Governor." Includes any person performing the functions of Governor by authority of the law of this Commonwealth. "State." Includes, when referring to a state other than this Commonwealth, any other state or territory, organized or unorganized, of the United States of America.
