(a) General rule.-- The commission may promulgate rules and regulations as it deems necessary to carry out the provisions of this subchapter. (b) Penalty.-- Any person who violates a rule or regulation promulgated under this section commits a summary offense of the third degree. CHAPTER 55 OPERATION OF BOATS Sec. 5501.
