(a) New application.-- A licensed racing entity or secondary pari-mutuel organization seeking to offer electronic wagering to individuals within this Commonwealth must apply to the commission for a license by submitting a completed license application. Except for a licensed racing entity, the license shall take effect and the secondary pari-mutuel organization may begin operations after approval by the commission. (a.1) Application.-- A totalisator service provider or racing vendor, as determined by the commission, seeking to provide those services within this Commonwealth must apply to the commission for a license by submitting a completed application. (b) Renewal applications.-- (1) A license for a totalisator or racing vendor must be renewed annually in accordance with this chapter. (2) An electronic wagering license issued to a licensed racing entity or a secondary pari-mutuel organization shall be renewed annually. An electronic wagering renewal application shall be submitted on or before 120 days before the expiration of the license term. If the application is approved by the commission, the license renewal shall take effect January 1.
