(a) General rule.-- Every person functioning as a distributor of seed in this Commonwealth shall, on or before January 1 of each year or prior to distribution, apply for and obtain an annual license for each legal entity. Each distributor shall complete a form furnished by the department and pay a $25 application fee. All licenses shall expire on December 31 of each year. (b) Labeling.-- The department may require an applicant for a license or a current licensee to submit the labeling that the person is using or intends to use for the seed.
