(a) Liberal construction.-- This chapter shall be liberally construed so as best to effectuate the goals and purposes of this chapter. (b) Pari materia.-- This chapter shall be construed in pari materia with the Solid Waste Management Act and 75 Pa.C.S. (relating to vehicles). CHAPTER 63 DISPOSAL FEE Sec. 6301.
