The following words and phrases when used in this chapter shall have the meanings given to them in this section unless the context clearly indicates otherwise: "Grounds to investigate." Information which would lead a reasonable person to suspect that a crime is being or has been committed. "Independent counsel." A person appointed by the panel upon the request of a special investigative counsel. "Panel." The Special Independent Prosecutor's Panel established under this chapter. "Requesting judge." A president judge of a court of common pleas, or a judge of an intermediate court sitting in the court's original jurisdiction, who applies for the appointment of a special investigative counsel to investigate a contempt of court. "Special investigative counsel." A person appointed by the panel to conduct a preliminary investigation under this chapter.
