(a) Fiscal year.-- The fiscal year of the authority shall commence on July 1 of each year and end on June 30 of the next year, except as otherwise provided by the board. (b) Annual report.-- The board shall, no later than the start of each fiscal year, prepare a comprehensive annual report of its activities and operations for the previous year, make the report publicly available and conduct public meetings and hearings to receive public comments and recommendations regarding the activities and operations of the board. The board shall forward a copy of the annual report each year to the Governor and the General Assembly. (c) Audit.-- The board shall provide for an annual audit of the authority by an independent certified public accounting firm.
