(a) Appropriations.-- The county commissioners may make appropriations from county money and cooperate with the Department of Agriculture, for the purpose of controlling and suppressing: (1) dangerous transmissible diseases of domestic animals; (2) dangerous plant diseases; (3) insect pests; and (4) diseases of honeybees. (b) Agreements.-- For the purpose of carrying out this section, the county commissioners may enter into agreements with the Department of Agriculture concerning terms, rules, regulations and practices for conducting the work.
