(a) Petition.-- If a person required by this title to sign a document or deliver a document to the department for filing under this title does not do so, another person that is aggrieved may petition the court to order: (1) the person to sign the document; (2) the person to deliver the document to the department for filing; or (3) the department to file the document unsigned. (b) Association.-- If a petitioner under subsection (a) is not the association to which the document pertains, the petitioner shall make the association a party to the action. (c) Effect.-- A record filed under subsection (a)(3) is effective without being signed.
