With regard to land not previously used by the city as a passageway for public travel, the laying out and locating of a street in accordance with this chapter shall not in and of itself do any of the following: (1) Authorize the entry upon or the appropriation of any property. (2) Constitute the opening of any street or the taking or acceptance of any land. (3) Obligate the city to improve or maintain the street or land.
