(a) General rule.-- Council may provide for lockup facilities as deemed necessary for the detention and confinement of individuals. (b) Restriction.-- No city shall erect or construct a city jail or lockup or use any existing building or lockup for the first time that will be or is located within 500 feet of a public school building.
