(a) General rule.-- A condition or usage in a city, whether public or private, determined by the board of health to be detrimental to the public health shall constitute a public nuisance. (b) Powers.-- The powers of investigation and entering upon premises vested in the board of health and its agents and employees pursuant to its orders shall be available for the determination of public nuisances.
