Unless otherwise provided by law, an ordinance, except those pertaining to the subjects set forth in section 11050(b) (relating to time ordinances go into effect), shall take effect after: (1) The tenth day after enactment. (2) Being signed by the mayor. (3) Being attested by the city clerk.
