(a) Organization.-- On the first Monday of the January following the regular municipal election, the members of council shall assemble at the usual place of meeting for the purpose of organizing. (b) Holiday.-- If the first Monday is a legal holiday, the meeting shall be held the first day following. (c) Mayor.-- The mayor shall: (1) Be the president of council. (2) Be a member of council. (3) Have the same rights and duties, including introducing bills and making motions, as pertain to other council members. (d) Vice president.-- Unless otherwise provided by ordinance in accordance with section 11101 (relating to executive departments), the vice president of council shall either be: (1) the member of council designated as the director of the department of accounts and finance; or (2) the member of council appointed by council as its vice president, if the member of council is not the director of the department of accounts and finance.
