(a) Prohibition.-- A city may not increase or diminish the salary, compensation or emoluments of an elected officer after the officer's election. A change in salary, compensation or emoluments of an elected office shall take effect at the beginning of the next term of the member of council or other elected official. (b) Retirement benefits.-- Nothing under subsection (a) shall be construed to limit retirement benefits applicable to each employee and officer.
