Council may initiate proceedings to change the corporate title of a city by doing all of the following: (1) Adopting a resolution proposing to make the change in the corporate title of a city. (2) Presenting to the court of common pleas of the county in which the city is located a petition, along with a certified copy of the resolution, requesting the change in the corporate title of the city.
