Primary ownership record means: (1) The manufacturers certificate of origin or equivalent record as determined by the Department of Transportation by rule; (2) The current title issued for the vehicle by the State of Oregon or another jurisdiction; or (3) Any other record determined by the department by rule to be a primary ownership record.
