Oregon Code § ORS 758.012

Notice of intent to build transmission line to consumer-owned utilities and public utilities; exemptions

(1) As used in this section:
(a) Public utility has the meaning given that term in ORS 757.005.
(b) Transmission line means a linear utility facility by which a utility provider transmits or transfers electricity from a point of origin or generation or between transfer stations.
(2) A person who applies for a permit with the Energy Facility Siting Council or with a county to build a transmission line must notify each peoples utility district organized under ORS chapter 261, municipal utility organized under ORS chapter 225, electric cooperative organized under ORS chapter 62 and public utility in whose service territory the transmission line will be constructed of the intent to receive approval for the construction of the transmission line unless the person is:
(a) A peoples utility district organized under ORS chapter 261, a municipal utility organized under ORS chapter 225 or an electric cooperative organized under ORS chapter 62; or
(b) A public utility.
