The Health Licensing Office shall establish standards for practitioners in a field of practice. The standards must require: (1) That instruments used in a field of practice be sterilized in accordance with methods approved by the rules of the office; (2) A practitioner working in a field of practice to be equipped with appropriate sterilizing equipment, hot and cold running water and a covered waste receptacle; and (3) A practitioner working in a field of practice to keep case history cards for each client.
