(1) The State Department of Agriculture shall promulgate regulations relating to the weighing, sampling and testing of milk and cream. (2) The department shall ensure that all milk that a distributor, producer-distributor or dairy products plant licensee purchases from producers is tested by the distributor, producer-distributor or licensee for milk fat content using an accurate and efficient test approved by the department.
