For the purposes of ORS 523.020 and this section, notwithstanding ORS 523.610 to 523.670, board, as defined in ORS 523.010, includes the governing body of a city. District, as defined in ORS 523.010, includes an incorporated city. Note: 523.015 and 523.020 were enacted into law by the Legislative Assembly but were not added to or made a part of ORS chapter 523 or any series therein by legislative action.
