As used in ORS 509.355 to 509.385: (1) Citizen of this state means a person who maintains the usual place of abode of the person within this state or who otherwise qualifies as a citizen of this state under the laws of this state. (2) International waters means waters outside the territorial boundaries of any state, territory or country.
