Except as provided in section 31, chapter 778, Oregon Laws 1981, an investor-owned utility shall not make a cash payment to a dwelling owner for energy conservation measures unless: (1) The measures were provided in the dwelling on or after November 1, 1981; and (2) The measures will not be paid for with other investor-owned utility grants or loans.
