(1) It hereby is found and declared: (a) That the assistance provided by ORS 456.365 for the remedying of the conditions set forth in the Housing Authorities Law is a matter of state concern and constitutes a public use and purpose and an essential governmental function for which public moneys may be spent and other aid given. (b) That it is a proper public purpose for any city or county to aid any housing project as defined in ORS 456.355 (2) operating within its boundaries or jurisdiction, as the city or county derives immediate benefits and advantages from such an authority or project. (c) That ORS 456.355 to 456.370 are necessary in the public interest. (2) The powers conferred by ORS 456.355 to 456.370 are in addition and supplemental to the powers conferred by any other law.
