(1) The circuit court shall cause to be recorded in the court records: (a) A full account of proceedings at hearings conducted pursuant to ORS 433.121, 433.123, 433.133 and 433.136; (b) The petitions, affidavits, judgments and orders of the court; and (c) A copy of the orders issued. (2) Any portion of the account of the proceedings, the transcript of testimony, the petition, any affidavit, judgment, order of the court, recording of the proceeding or any other court record may be disclosed only: (a) Upon request of a person subject to the proceedings or the legal representative or attorney of the person; (b) To the Public Health Director or a local public health administrator; or (c) Pursuant to court order, when the court finds that the petitioners interest in public disclosure outweighs the privacy interests of the individual who is the subject of the petition.
