(1) As used in this section, person with a disability means any person who: (a) Has a physical or mental impairment that substantially limits one or more major life activities; (b) Has a record of such an impairment; or (c) Is regarded as having such an impairment. (2) If any local mental health program has an advisory committee, persons with disabilities and older adults shall be appointed to serve on the advisory committee. (3) The persons with disabilities serving on an advisory committee described in subsection (2) of this section shall meet separately as a disability issues advisory committee.
