Oregon Code § ORS 421.132

Department fees for service of process and other documents; rules

(1) The Department of Corrections may charge and collect fees for serving process and other documents on adults in custody of Department of Corrections institutions as defined in ORS 421.005 and officials and employees of the department.
(2) Before charging fees pursuant to subsection (1) of this section, the department shall adopt rules establishing a fee schedule. Fees charged by the department may not exceed fees collected by sheriffs for service of process in civil actions, suits and proceedings pursuant to ORS 21.300.
