Within available funds and subject to the rules of the Oregon Health Authority, medical assistance shall be provided to an individual who is a resident of this state and who: (1) Is receiving a category of aid; (2) Would be eligible for a category of aid but is not receiving a category of aid; (3) Is required by federal law to be included in the states medical assistance program in order for that program to qualify for federal funds; and (4) Is not described in subsection (3) of this section but for whom federal funding is available under Title XIX or XXI of the Social Security Act.
