It is the policy of the State of Oregon to ensure the integrity of the child welfare system. To this end it is necessary to provide for a process to allow for appropriate internal review of decisions made by the Department of Human Services. The state therefore requires that: (1) Citizens shall be guaranteed the right to review of the actions and conduct of the department. (2) Citizens shall be provided with a single place to file complaints concerning the actions and conduct of the department and shall be entitled to a response to the complaint within a reasonable period of time. (3) Citizens shall not be subjected to reprisal for complaining of an action or conduct of the department.
