A special road district may be formed for the purpose of improving roads within the district. A special road district has the power: (1) To make contracts. (2) To acquire, hold, receive and dispose of real and personal property. (3) To sue and be sued. (4) To exercise the power of eminent domain. (5) To assess, levy and collect taxes on all taxable real property within the district. (6) To do any other act necessary to carry out the purposes of ORS 371.305 to 371.360.
