The total cost in any one year for administration and engineering of highway construction shall not exceed 10 percent of the total funds available to the Department of Transportation during that year for its highway activities. [Amended by 1973 c.249 38; 1993 c.741 39] FREIGHT ADVISORY COMMITTEE
