As used in this Act: (1) County court includes all county officers or boards charged by law with the duty of building, constructing, repairing, altering or maintaining roads or bridges, or both. (2) Road or highway includes necessary bridges and culverts, and city streets, subject to such restrictions and limitations as are provided.
