(1) In addition to any other form of student financial aid authorized by law, the Higher Education Coordinating Commission may award moneys from the Oregon Opportunity Grant program to qualified students to reward student persistence and encourage completion of degree programs at eligible post-secondary institutions. (2) Awards made under this section are not subject to the maximum Oregon Opportunity Grant amount established under ORS 348.205. (3) The commission shall establish by rule eligibility criteria for awards made under this section. The criteria shall include the enrollment level of the student. (4)(a) The commission shall administer, and determine the amount of, awards made under this section. (b) In determining the amount of awards made under this section, the commission shall consider basing the amount of the awards on a percentage of the maximum Oregon Opportunity Grant amount established under ORS 348.205. Note: The amendments to 348.263 by section 3, chapter 383, Oregon Laws 2025, first apply to the 2026-2027 academic year. See section 5, chapter 383, Oregon Laws 2025. (b) In determining the size of awards made under this section, the commission shall consider basing the size of the awards on a percentage of the maximum Oregon Opportunity Grant amount established under ORS 348.205.
