There is created a commission for persons who are blind and for the prevention of blindness, to be known as the Commission for the Blind. The commission shall: (1) Establish and be responsible for the administration of a program or programs for persons who are blind which will promote, in the manner set forth in ORS 346.110 to 346.270, the welfare of persons with visual impairments, including but not limited to cooperation by contract or otherwise with public and private agencies in providing services, programs and facilities for persons with visual impairments. (2) Be responsible for the fiscal oversight of the commission, which includes but is not limited to: (a) Regular review of financial statements of the commission; (b) Participation in the development of the budget for the commission; and (c) Directing the resources of the commission to implement program goals.
