The Legislative Assembly finds that: (1) There is a need for a statewide inventory of sites that are planned and zoned for industrial or traded sector uses and are ready for development; (2) There is a need to improve coordination among local, regional and state agencies with respect to economic development programs, planning and policy; and (3) There is a need for additional methodologies and guidance to assist local governments in economic development planning.
